According to the actual rules of Jenga, this is not a legal move and is equivalent to causing a collapse.

I just read the rules on the official jenga website and this is a 100% legal move according to the rules as written. He used one single hand to remove a block and no blocks fell from the tower therefore his turn is completed 10 second after the block is placed atop the tower.
